Allows occupational license applicants to qualify through completion of an employer-sponsored job training plan approved by the Department of Commerce, Community, and Economic Development instead of traditional requirements.

Requires applicants to have completed eighth grade, completed an approved employer-sponsored job training plan, passed a licensing examination (if required), and paid applicable fees.

Permits boards and departments to establish lower passing scores for licensing examinations taken by employer-sponsored job training plan completers compared to other applicants.

Mandates employer-sponsored job training plans meet federal apprenticeship standards under 29 U.S.C. 50, though the board may approve plans with fewer on-the-job learning hours than federally required.

Takes effect January 1, 2020, with the Department of Commerce, Community, and Economic Development authorized to adopt implementing regulations.
