Amends AS 47.05.012 to incorporate preferred drug lists and prior authorization medications lists as materials incorporated by reference for the medical assistance program.

Prohibits the Department of Health and Social Services from covering individuals eligible for medical assistance solely as a result of the Affordable Care Act expansion without explicit legislative authorization.

Requires the department to offer expanded Medicaid coverage through either a state-paid premium via federal waiver or the state-paid medical assistance program if coverage is provided.

Removes the requirement that the department obtain prior legislative authorization to apply for federal waivers, allowing waiver applications unless federal law requires legislative approval.

Authorizes the department to adopt a preferred drug list and prior authorization medications list to capture cost savings and contain prescription drug costs, while directing emergency regulations implementation and a section 1115 waiver application for individual marketplace coverage.
