Mandates adoption of regulations establishing procedures for individuals to claim missed dividends upon reaching majority if parents or guardians did not apply on their behalf.

Requires assistance for rural residents and those with language or disability barriers to establish eligibility and apply for permanent fund dividends.

Establishes a fraud investigation unit to detect, investigate, and prosecute dividend fraud and claims that should not have been paid.
