Authorizes employers and employees to resolve disputed workers' compensation claims through mediation conducted by a hearing officer or employee of the division of workers' compensation.

Mediation is confidential, conducted informally via in-person or telephonic conferences, and mediators cannot compel a resolution; either party may withdraw after the first conference.

Allows collective bargaining agreements to establish dispute resolution processes through mediation or arbitration for workers' compensation claims, with arbitration decisions having the same force as hearing officer decisions.

Permits collective bargaining agreements to identify exclusive health care providers, independent medical evaluators, and vocational rehabilitation specialists; establish joint safety committees; and create light-duty employment programs.

Effective July 1, 2019.
