Expands assault in the first degree to include causing another person to become unconscious by means of a dangerous instrument, and adds repeated assaults using a dangerous instrument as a separate felony offense even if each assault individually does not cause serious physical injury.

Adds a new category of sexual contact that includes knowingly causing a victim to come into contact with semen.

Eliminates court authority to grant sentence credit for time spent under electronic monitoring; defendants may only receive credit for time in treatment programs, with notice required 10 days before disposition hearing and proof by preponderance of evidence.

Establishes enhanced sentencing ranges for assault and sexual offenses when a dangerous instrument is used, with longer presumptive sentences for first, second, and third felony convictions.

Requires prosecutors to make reasonable efforts to confer with victims of sexual felonies regarding proposed plea agreements and to record whether the victim agrees, though victims are not required to respond and prosecutors are not bound by victim preferences.
