Adds commercial vessels with valid licenses under AS 16.05.490 or 16.05.530 to the list of boats exempt from state numbering and registration requirements.

Allows barges to operate in Alaska for up to 60 consecutive days without registration if they have a current, valid certificate of number from another state with a federally approved numbering system.

Requires owners of commercial vessels exempt from registration under the new provisions to apply to the Department of Administration for a certificate of title.

Establishes an $8 annual registration fee for commercial fishing vessels to be assessed by the Alaska Commercial Fishing Entry Commission.

Makes Section 1 of the Act retroactive to January 1, 2020, and takes effect immediately upon passage.
