• Appropriates $7,457,451,900 for operating expenses of state government and loan programs for fiscal year 2021 (July 1, 2020 - June 30, 2021).

• Authorizes appropriations from the Alaska Permanent Fund earnings reserve ($2 billion for dividends, $3.09 billion to general fund, $276.3 million to fund principal).
