Appropriates $214,383,600 in operating expenses for the state's integrated comprehensive mental health program for fiscal year 2021 (July 1, 2020 - June 30, 2021) across multiple state agencies including Health and Social Services, Corrections, and the Judiciary.

Appropriates $13,050,000 for capital projects and grants including mental health assistive technology, home modifications, housing assistance, and coordinated transportation funded through general funds and Mental Health Trust Authority sources.

Funds sourced from General Fund/Mental Health ($149,999,900), Mental Health Trust Authority Authorized Receipts ($12,943,000), Alcohol & Other Drug Abuse Treatment Fund ($21,642,500), Recidivism Reduction Fund ($16,629,400), and Marijuana Education and Treatment Fund ($13,903,700).

Includes salary and benefit adjustments for state employees, legislators, court system employees, and university staff, with amounts contingent upon ratification of specified collective bargaining agreements.

Takes effect July 1, 2020.
