Adds "indirect cost" to fixed fee calculations for designated regulatory services, defined as the federal indirect cost rate under 2 C.F.R. 200, Subpart E, approved annually by responsible federal agency.

Modifies the definition of "hourly rate of salary and benefits" to include the sum of hourly salary increment and hourly increment of employment benefits cost, removing the previous 149 percent multiplier.

Updates invoice dispute timelines in AS 37.10.054 from "within" to "not later than" 30 days for requesting agency review and for agency issuance of final decisions.

Requires resource agencies to review fixed fees at least once every four years and adjust based on changes in average actual and reasonable direct and indirect costs.

Applies changes to designated regulatory services provided by the Department of Environmental Conservation, Department of Fish and Game, and Department of Natural Resources on or after the effective date, regardless of when services were requested.
