Allows negotiated timber sales of up to 500,000 board feet without a written finding or public notice requirement, establishing new procedures under AS 38.05.118.

Eliminates the requirement for forest land use plans to be adopted prior to awarding timber sale contracts; plans may now authorize harvests for multiple harvest units in a single contract.

Prohibits appeals or reconsideration of forest land use plan adoption decisions to the commissioner, removing administrative appeal rights under AS 44.37.011.

Establishes factors the commissioner must consider when making best interest findings for negotiated timber sales, including local timber markets, specialized markets, underutilized timber, and economic benefits.

Limits negotiated timber sales to the same purchaser to no more than 500,000 board feet within any one-year period and exempts such sales from competitive bidding requirements.
