Requires identification cards issued under AS 18.65.310 to display the licensee's full legal name, including any numeric characters, as it appears on the licensee's birth certificate, United States passport, or other identification document.

Requires driver's licenses issued under AS 28.15.111 to display the licensee's full legal name, including any numeric characters, as it appears on the licensee's birth certificate, United States passport, or other identification document accepted by the department.

Adds definition of "identification document" with the meaning given in AS 11.81.900 to both the identification card and driver's license statutes.

Maintains the $15 fee for identification cards and allows an additional $20 fee for federally compliant identification cards upon request.

Changes signature requirement on driver's licenses from "[UPON]" to "in" regarding the space where licensee must write their signature with pen and ink.
