Requires the Department of Administration to include a question on identification card applications asking whether applicants object to transmitting their registration information to the federal Selective Service System if required to register.

Authorizes the Department of Administration to transmit applicants' military selective service registration information to the Selective Service System unless the applicant objects.

Requires driver's license applications to include the same question about objecting to transmitting registration information to the federal Selective Service System if the applicant is required to register.

Authorizes the Department of Motor Vehicles to transmit applicants' military selective service registration information to the Selective Service System unless the applicant objects.
