Adds victim right to notice of hearings for sex offender or child kidnapper petitions for removal from Internet-published registries under AS 12.63.035.

Establishes petition process allowing sex offenders and child kidnappers to seek removal from Internet registries if they meet criteria including completed treatment, low-risk assessment, clean criminal record, and time-based thresholds (5-15 years depending on offense tier).

Implements three-tier classification system for sex offenses and child kidnappings (Tier I, II, and III) with corresponding registration duration periods ranging from 10 years to lifetime.

Requires sex offenders and child kidnappers to provide advance written notice of interstate travel (7 days) and international travel (21 days), and to report temporary addresses when away for 7+ days.

Makes Court of Appeals have jurisdiction over appeals of registry removal decisions and authorizes appointed counsel for indigent petitioners seeking removal from registries.
