Establishes an additional registration fee not to exceed $50 for special arts celebration license plates, with the Alaska State Council on the Arts determining the fee amount through regulation and collecting it only on first issuance and replacement.

Directs the Commissioner of Administration to separately account for arts plate fees deposited in the general fund, allowing the legislature to appropriate excess annual balances to the Alaska State Council on the Arts.

Changes arts plate design competition from mandatory ("shall") to optional ("may") every four years, with judges selected by the council, previous design winners included on the judging panel, and a public vote to determine the winner.

Authorizes the council to employ temporary legal counsel with attorney general approval and exempts privately funded donations to the council from Executive Budget Act requirements.

Allows the council to recommend appropriations from arts plate fee account balances to compensate artists for winning designs.
