Transfers regulatory authority for mobile intensive care paramedics from the State Medical Board (under AS 08.64) to the Department of Health and Social Services (under AS 18.08), changing their designation from "registration" to "licensure."

Removes mobile intensive care paramedics from the State Medical Board's physician assistant regulations and establishes new licensing requirements under Department of Health and Social Services regulations, including educational qualifications, pain management and opioid use education, application procedures, scope of activities, and supervising physician responsibilities.

Grants mobile intensive care paramedics authority to control emergency scenes, order evacuations, block highways, trespass on property, and enter buildings to provide emergency medical care, with violations subject to class B misdemeanor penalties.

Allows existing registrations issued under the old system to remain valid until expiration, suspension, revocation, or conversion to a license under the new Department of Health and Social Services framework.

Takes effect January 1, 2021, with the Department of Commerce, Community, and Economic Development and State Medical Board transferring all pending records and proceedings to the Department of Health and Social Services by that date.
