Establishes "driving without a license" as a separate criminal offense when a person drives without having been issued a driver's license and is not exempt from licensing under AS 28.15.021.

Classifies driving without a license as a class A misdemeanor with a mandatory minimum of 10 days imprisonment (with 10 days suspended for first offense) when the violation involves either driving without ever having been issued a license or driving with a canceled, suspended, or revoked license due to serious violations under AS 28.15.181.

Classifies driving without a license as an infraction when the violation involves driving with a suspended or revoked license under circumstances other than those requiring immediate revocation or violating license limitations.

Adds "driving without a license" to the list of offenses that disqualify transportation network company drivers (rideshare services) from operating within the past three years.

Applies the Act retroactively to all offenses committed on or after the effective date of the legislation.
