• Designates the bill as the "Vehicle Rental Modernization Act" and applies vehicle rental regulations to rentals arranged through vehicle rental networks.

• Makes the vehicle rental business that arranged or executed a rental through a vehicle rental network responsible for collecting and paying rental vehicle taxes to the department.

• Allows vehicle rental businesses to deliver notices and disclosures electronically, with acceptance remaining valid until the person affirmatively withdraws consent.

• Requires vehicle rental businesses to separately identify and charge for each cost recovery fee (licensing fees, airport costs, government taxes, and surcharges) in writing on the rental agreement.

• Establishes that vehicle licensing cost recovery fees must represent a good faith estimate of average daily licensing costs, with excess fees retained and adjustments made in subsequent years; takes effect immediately.
