Establishes the Alaska Lottery Corporation as a public corporation within the Department of Revenue, governed by a 7-member board including the commissioner of revenue, one other state department head, and 5 public members appointed by the governor.

Authorizes the corporation to create and operate state lotteries including draw games, instant tickets, sports betting, and keno through various media, with net profits disbursed quarterly to a lottery profits fund within the general fund.

Creates the lottery profits fund as a separate general fund account receiving net profits from lottery operations, with the legislature authorized to appropriate funds for domestic violence prevention, drug abuse prevention, foster care, seniors, homelessness programs, or the education endowment fund.

Establishes the crime of unlawful sale of a lottery ticket as a class A misdemeanor, covering unauthorized ticket sales, sales above established prices, and sales to minors under 18 years of age.

Takes effect July 1, 2020, with initial board member terms staggered at 1, 3, and 5 years to establish continuity.
