Renames the "sport fishing facility surcharge" to "sport fishing enhancement surcharge" and removes language allowing the surcharge to be pledged for bond repayment, making it permanent funding for sport fish hatchery operations and stock enhancement.

Reduces sport fishing enhancement surcharge amounts: resident licenses from $9 to $4, nonresident 14-day licenses from $30 to $25, nonresident 7-day from $25 to $20, nonresident 3-day from $15 to $10, nonresident 1-day from $10 to $5, and nonresident annual from $45 to $40.

Creates a new Upper Cook Inlet personal use salmon fishing permit for $5, available to holders of $5 resident hunting, trapping, and sport fishing licenses, with receipts deposited in a separate account for legislative appropriation to the department and municipalities based on fishing days.

Transfers remaining funds in the sport fishing enterprise account to the sport fishing enhancement account after bond obligations are discharged.

Repeals multiple bond-related sections from Chapter 18, SLA 2016, and makes these changes conditional on the Fish and Game Commissioner meeting conditions specified in prior law before taking effect January 1 following notification.
