Adds "advanced nuclear reactor" to the list of nuclear facilities requiring a permit from the Department of Environmental Conservation before construction in Alaska.

Allows the Department of Environmental Conservation to issue permits for advanced nuclear reactors with power output less than 300 megawatts on land not designated by the legislature, exempting them from the usual land designation requirement.

Defines "advanced nuclear reactor" as a nuclear fission reactor, prototype nuclear fission reactor, or fusion reactor with significant improvements over reactors operational before January 1, 2020.

Specifies improvements that qualify as "advanced" including enhanced safety features, lower waste yields, improved fuel performance, increased thermal efficiency, reduced cooling water consumption, and ability to integrate with renewable energy sources.
