Changes general election ballot placement for state legislative candidates to show the top two vote-getters from the primary election without party designation, while state executive and national legislative offices retain party affiliation display.

Establishes special elections for state legislative vacancies occurring before a candidate takes office, with the next two highest vote-getters from the primary placed on the special election ballot.

Takes effect July 1, 2020.
