Authorizes the Alaska Department of Motor Vehicles to issue special registration plates for combat veterans who are sole or joint owners of motor vehicles upon presentation of written proof.

Requires the commissioner to consult with the Department of Military and Veterans' Affairs to determine the design and color of the combat veteran plates.

Allows the department to disapprove plate issuance if the requested plates duplicate an existing registration.

Sets the registration plate fee for combat veterans at $30, collected only on first issuance and replacement, plus the standard vehicle registration fee.
