• Establishes a governing council of 17 voting members representing health care providers, payers, policy-makers, and consumer advocates, plus 4 non-voting legislative and federal members, with staggered 5-year terms.

• Requires health care insurers operating in Alaska to submit health care data to the corporation in compliance with privacy laws and federal requirements, with authority to impose penalties for non-compliance.

• Designates the all-payer claims database as confidential and not subject to public records disclosure; aggregated health care information may only be shared per corporation regulations, and individually identifiable information may not be shared outside the managing organization.

• Requires adoption of initial regulations by June 30, 2021 for council nominee selection and data collection procedures, and by December 31, 2021 for selecting an organization to coordinate and manage the database.
