Allows the department to issue limited teacher certificates for teaching Alaska Native Culture, military science, vocational/technical education, or any subject taught in a non-English language, upon request from a school board.

Requires applicants for limited certificates to demonstrate instructional skills and subject matter expertise sufficient to assure competency as a teacher, with possible additional academic training required by the board.

Prohibits the board from requiring applicants teaching in non-English languages to achieve a minimum examination score unless the examination is administered in the instructional language for which the certificate is valid.

Renames the "Alaska Native Language Preservation and Advisory Council" to the "Council for Alaska Native Languages" and increases voting membership from five to seven professional language experts representing diverse state regions.

Adds two nonvoting legislative members to the council—one senate member and one house member appointed by their respective leaders, with preference given to bush caucus members if one exists.
