Prohibits owners and custodians of dogs or domestic animals from allowing them to enter or remain on private property without authorization, outside controlled livestock districts.

Establishes that permitting a dog or domestic animal to trespass on private property without authorization constitutes a violation.

Applies to properties outside controlled livestock districts as defined in AS 03.35.010 - 03.35.070.

Defines "domestic animal" by reference to the definition in AS 03.35.070.
