Transfers the balance of the Alaska capstone avionics revolving loan fund (AS 44.33.655) as of June 30, 2020, to the electric vehicle infrastructure fund (AS 44.33.700).

The appropriation for fund capitalization does not lapse.

Takes effect retroactively to July 1, 2020, if enacted after that date.

Appropriation is contingent on the Thirty-First Alaska State Legislature passing and enacting a bill establishing the electric vehicle infrastructure fund.

Effective date is July 1, 2020, except for the retroactivity provision which takes effect immediately.
