Appropriates $218,235,100 for operating expenses and $2,100,000 for capital projects for Alaska's integrated comprehensive mental health program for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Funds distributed across multiple state departments including Health and Social Services ($186,965,300), Corrections ($10,244,500), Judiciary ($3,383,200), and others for behavioral health services, treatment programs, and related mental health initiatives.

Funding sources include general funds ($168,016,400), Mental Health Trust Authority authorized receipts ($15,142,300), designated funds for alcohol and drug abuse treatment ($23,142,500), and recidivism reduction funds ($7,500,000).

Capital appropriations support housing assistance ($950,000), home modifications ($300,000), coordinated transportation ($300,000), and other mental health infrastructure improvements.

Includes salary and benefit adjustments for state employees, court system staff, and legislators per collective bargaining agreements effective for fiscal year 2020; act takes effect July 1, 2019.
