Authorizes the Department of Motor Vehicles to adopt regulations allowing issuance of special request specialty organization registration plates sponsored by tax-exempt organizations, Alaska chapters of national tax-exempt organizations, state departments, or municipalities.

Requires the department to determine a common design and color for plates and provide placement of the sponsoring organization's logo and descriptive text on the plate.

Allows the commissioner to reverse department denials of plate applications and requires the department to notify the commissioner of any denials.

Specifies that requesting entities must submit an application, pay an application fee and full development costs set by the department, and may not be offensive in purpose, nature, activity, or name.

Establishes a $100 fee for special request specialty organization plates (collected only on first issuance and replacement) in addition to standard vehicle registration fees, with sponsoring entities permitted to charge additional fees on first issuance and renewal.
