Expands eligibility for free sport fishing, hunting, and trapping identification cards to include veterans discharged under honorable conditions with a 50 percent or greater service-connected disability certified by the U.S. Department of Veterans Affairs.

Maintains existing eligibility for residents 60 years of age or older to receive identification cards without charge.

Requires veterans to be eligible for a loan under AS 18.56.101 in addition to meeting disability certification requirements.

Permits cardholders to engage in sport fishing, hunting, or trapping with either the permanent identification card or an appropriate license in possession.

Removes the "by age and residence" qualifier to allow disabled veterans to qualify for permanent identification cards regardless of residency status.
