Creates state land vouchers equal to twice the permanent fund dividend amount, allowing Alaska residents to elect vouchers instead of monetary dividends on electronic PFD applications.

Permits vouchers to be used only for purchasing surface rights to state land under existing land sales contracts, effective January 1, 2021, and allows vouchers to be transferred to other persons.

Authorizes the Department of Natural Resources to accept state land vouchers as payment for land purchases and requires annual reporting to the governor on voucher acceptance and recommendations for funding adjustments.

Allows veterans to apply one or more state land vouchers to their one-time discounted land purchase and restricts voucher application to surface rights acquisition only.

Treats state land vouchers as income or resources for public assistance eligibility determinations and subjects vouchers to debt collection up to the amount available from a monetary dividend.
