SB 218 Summary

• Requires separate majority voter approval from each affected service area before a road, fire protection, or parks and recreation service area can be altered or consolidated with another service area.

• Exempts fire protection service area changes in any borough if the increase is not more than 6 percent of parcels and adds no more than 1,000 residents.

• Allows abolishment or consolidation of road service areas in second class boroughs without voter approval if taxes have not been levied in the last 12 months, the service area board has not met with a quorum, or road maintenance contracts fail to meet minimum standards.

• Permits consolidation of two or more road service areas in second class boroughs without voter approval if requested by service area boards and creates a single new service area with only the parcels from the consolidated areas.

• Eliminates voter approval requirements for adding subdivisions or parcels to road service areas when those roads provide the only access or required access under plat or ordinance.
