Establishes a delegation system allowing commercial fishing permit holders to authorize another person to fish their limited entry permit for up to five years, with the delegated person's name listed on the permit.

Requires entry permit holders to sign and submit fish tickets only for fish harvested in their presence, and sets tiered fish ticket signing requirements (70% down to 30%) based on delegation duration.

Limits delegation to no more than twice during the permit holder's ownership and restricts delegated persons to fishing only one permit at a time with no ownership interest in the permit.

Applies suspension and violation penalties to both permit holders and delegated fishers, including point assessments, fishing privilege suspensions, and eligibility restrictions.

Takes effect January 1, 2021, with the Alaska Commercial Fisheries Entry Commission and commissioner of fish and game authorized to adopt implementing regulations immediately.
