Establishes the Alaska Sunset Commission as a nine-member body appointed by the governor and confirmed by the legislature, with members required to have expertise in accounting, budgeting, financial management, and business operations.

Authorizes the commission to review state entities on a 12-year rotation cycle, beginning with the Office of the Governor and Department of Administration in 2022 and concluding with the Alaska Court System in 2034.

Grants the commission power to require state officials and agencies to provide full cooperation and access to records, documents, and files including privileged or confidential materials, for purposes of evaluating whether entities should be continued, discontinued, restructured, or transferred.

Requires the commission to prepare reports based on 16 specific criteria including operational efficiency, public need, statutory compliance, budget-to-duty ratio, and overlap with other state programs, with recommendations and draft legislation submitted to the legislature by the 10th day of the following legislative session.

Allows the Alaska Sunset Commission to introduce bills directly to the legislature bearing the inscription "Rules Committee by Request of the Alaska Sunset Commission" and receiving automatic approval as to policy and budget impact.
