Adds a new subsection (7) to the coercion statute (AS 11.41.530) making it a crime to take or withhold action against a legislator, including reducing staff, travel authorization, committee assignment, or favorable caucus position.

Amends the bribery statute (AS 11.56.100) to include attempting to "bind a legislator's vote on any measure" as an intent that constitutes the crime of bribery when conferring or offering benefits to a public servant.

Applies only to offenses committed on or after the effective date of the Act.

Takes effect immediately upon passage under AS 01.10.070(c).
