Establishes a new performing arts theater license type that allows beverage dispensary and restaurant/eating place license holders to sell alcoholic beverages at multiple noncontiguous locations within a performing arts theater for on-premises consumption.

Sets the biennial license fee at $1,250 and prohibits sale or service of alcoholic beverages during events expected to attract predominantly underage audiences.

Restricts alcohol sales to designated areas on the premises and limits service to a period beginning two hours before an event and ending one hour after the event.

Requires board approval of all performing arts theater license applications, with mandatory approval from the local governing body or law enforcement agency having jurisdiction over the theater site, and prohibits license transfers to other locations.

Allows persons under 21 years of age to be present at performing arts theaters if at least 16 years old, or under 16 if accompanied by someone 21 or older with parental consent.
