Establishes a $5 fee for personal use fishing permits for activities not otherwise licensed or permitted under Alaska fishing regulations.

Creates a separate account for personal use fishing permit fee receipts under AS 37.05.146(c) to be tracked independently.

Allows the legislature to appropriate permit fee revenues to the Department of Fish and Game to support personal use fisheries statewide.

Permits municipalities to receive appropriations from the account based on the proportion of personal use fishing days occurring within their jurisdiction.
