Prohibits the Department of Education from expending state money to implement curriculum standards for grades K-12 developed using common core standards.

Requires the state to develop its own performance standards in language arts and mathematics for designated age levels in public schools.

Mandates a comprehensive student assessment system with multiple proficiency indicators in language arts and mathematics, available to all districts and regional educational attendance areas.

Establishes a penalty of up to $10,000 in fines for violations of the common core expenditure prohibition.

Takes effect immediately upon enactment.
