• Tolls all statutory and regulatory deadlines for state agency action or decisions during the declared state emergency and for 30 days thereafter, with failure to act not constituting approval or denial.

• Excludes Alaska Permanent Fund Dividend payments and COVID-19 relief payments from income calculations when determining eligibility for medical assistance under Title XIX and general relief assistance programs.

• Prohibits state lenders from declaring borrowers in default, seeking court findings of default, or seizing collateral for state loans during the emergency period and 30 days thereafter.

• Establishes a temporary moratorium on residential utility disconnections for nonpayment and requires utilities to make reasonable reconnection efforts for properties disconnected on or after March 11, 2020.

• Prohibits evictions for nonpayment of rent and foreclosures on properties of persons experiencing financial hardship during the emergency period, requiring sworn certification of financial hardship for protection.

• All provisions retroactive to March 11, 2020 and repealed June 30, 2020; act takes effect immediately.
