Approves and ratifies the governor's expenditure of federal CARES Act receipts through revised program legislative (RPL) packages issued on April 21, May 1, and May 7, 2020, totaling approximately $1.8 billion in federal COVID-19 relief funds.

Ratifies the Legislative Budget and Audit Committee's approval of specific RPLs on May 1 and May 11, 2020, resolving legal uncertainty surrounding these emergency expenditures made during the COVID-19 public health disaster declaration.

Declares that legislative approval was not intended to abdicate the legislature's power of appropriation and was issued in response to the public health emergency while the legislature was in recess.

Makes the act retroactive to May 1, 2020, and provides that its provisions are effective notwithstanding other law, including AS 37.07.080(h).

Takes effect immediately upon passage.
