Establishes an annual report on fair pay practices due by January 15 each year to be filed with the legislature, covering compensation practices by election district and whether employees receive equal pay for comparable work regardless of protected characteristics.

Requires the annual report to assess whether wages are sufficient to cover reasonable living expenses for a family of four including two children based on a full-time weekly work schedule and 12-month work year in each district.

Increases Alaska's minimum wage to $15.00 per hour effective January 1, 2020, with annual adjustments for inflation thereafter based on the Consumer Price Index for the Anchorage metropolitan area.

Directs the State Commission for Human Rights and the Department of Labor and Workforce Development to consult and collaborate in preparing the annual fair pay practices report.

Applies the $15.00 minimum wage increase only to contracts made on or after July 1, 2019, with the act taking effect July 1, 2019.
