• Requires health care insurers to establish an interactive website mechanism allowing covered persons to request and compare payment information and prices among network health care providers.

• Mandates insurers develop and implement an incentive program providing cash payments to covered persons who elect to receive covered health care services from providers charging less than the average price, with minimum incentive thresholds of 33.4% of savings for group plans and 50% for individual market plans.

• Specifies minimum service categories for incentive programs including physical therapy, obstetrical/gynecological services, radiology, laboratory services, dental, vision, behavioral health, surgical procedures, and diagnostic tests.

• Requires insurers to file program descriptions with the director and submit annual reports detailing incentive program participation, payment amounts, and savings achieved by April 1 of each year.

• Reserves authority to regulate health care price disclosure to the state and prohibits municipalities from enacting ordinances regulating disclosure of health care service pricing information.
