SB 3 Summary

• Creates new crime of harassment in the first degree as a class C felony when offensive physical contact involves human or animal blood, mucus, saliva, semen, urine, vomitus, or feces.

• Reclassifies existing harassment offenses: harassment in the second degree becomes class A misdemeanor, and harassment in the third degree becomes class B misdemeanor.

• Adds aggravating factor at sentencing for felonies other than sexual felonies where the defendant committed the offense for the defendant's sexual gratification, allowing sentences above the presumptive range.

• Expands stalking in the first degree to include prior convictions for harassment crimes under AS 11.61.117-11.61.120 involving the same victim.

• Adds sex offender registration requirement for crimes under AS 11, or attempts/solicitations thereof, where the aggravating factor of sexual gratification has been proven or admitted.
