Board of Regents shall establish foundational curricula for the first year of lower division courses in each major area of study offered by the University of Alaska to ensure course credit transferability between campuses.

Board must consult with campus directors, evaluate current lower division courses, identify major areas of study based on workforce demand, and publicly disclose criteria used to establish foundational curricula.

Board shall determine courses, completion standards, and optimal number of academic credits for each foundational curriculum and regularly update them as necessary.

Board shall award full transfer credit to students who satisfactorily complete a foundational curriculum or course within one in an identified major area of study.

Each University of Alaska campus shall provide foundational curricula to all first-year students in academic degree programs and advise undeclared students on major areas of study and credit transferability.

Board shall provide annual reports to education committees on implementation success, transfer rates, and cost savings related to reduced time for degree completion by transfer students.
