Eliminates marriage as a legal defense to sexual assault charges in most cases, except for certain custodial and supervisory sexual abuse crimes where neither spouse has filed for separation or divorce.

Removes the "online" designation from enticement of a minor statutes, broadening the offense to include any communication method rather than only computer-based communication.

Increases sentencing ranges for sexual assault, sexual abuse of a minor, unlawful exploitation of a minor, and related crimes, with mandatory sentences up to 99 years for certain offenses with prior sexual felony convictions.

Expands sex offender registration requirements to include persons required to register in other jurisdictions regardless of whether their underlying conviction is similar to Alaska sex offenses.

Requires Department of Corrections to notify victims of sex offenses and domestic violence of protective order options and victim resources when offenders are released or supervision orders expire.
