Eliminates the three-year phase-in period for the statewide immunization program, allowing immediate participation by assessable entities.

Authorizes the commissioner to establish procedures for participation, maintain a vaccine list, set annual assessments, coordinate purchases, and distribute vaccines statewide.

Requires assessable entities and program participants to pay annual combined vaccine assessments and provide information on covered individuals, vaccine usage, and audited financial statements.

Reclassifies the vaccine assessment account as a permanent fund that does not lapse, consisting of legislative appropriations, program receipts, fees, and interest earned.

Takes effect July 1, 2019.
