Appropriates $30,253,000 for operating expenditures in fiscal year 2019 across multiple state agencies including $15,000,000 for Department of Health and Social Services Medicaid services and $15,000,000 for Department of Administration information technology.

Appropriates $19,547,000 for capital projects including $9,425,000 for statewide per- and polyfluoroalkyl substances (PFAS) related costs, $4,250,000 for volcano monitoring instrument upgrades, and $3,685,000 for women's mental health unit renovation at Hiland Mountain Correctional Center.

Reappropriates unexpended and unobligated balances totaling approximately $816,719 from Department of Military and Veterans' Affairs prior appropriations and $2,256,616 from Department of Public Safety prior appropriations for equipment replacement and rural trooper housing maintenance.

Amends prior appropriations including extending Department of Administration labor relations funding through fiscal year 2022, reducing school construction aid from $108,057,300 to $106,057,300, and increasing retirement system funding from $1,806,400 to $1,871,900.

Transfers $10,100,000 from large passenger vessel gaming and gambling tax account to Alaska capital income fund and $3,000,000 from Alaska marine highway system fund to information services fund.
