Allows voters in regional educational attendance areas to propose term limits on regional school board members through petition requiring signatures equal to eight percent of votes cast in the most recent regional school board election.

Term limits on regional school board members must be approved by majority vote at the next regular school board election or a special election, and take effect at the next regular regional school board election.

Permits cities and boroughs to impose term limits on school board members by ordinance ratified by voters for provisions taking effect on or after January 1, 2020.

Authorizes municipalities to limit the total number of terms or consecutive terms a school board member may serve.
