Requires designation of state water as outstanding national resource water to occur only by law, not through administrative action.

Department of Environmental Conservation shall accept nominations for outstanding national resource water designation from the public.

Department of Environmental Conservation may forward a nomination to the legislature only if the Department of Environmental Conservation, Department of Fish and Game, and Department of Natural Resources agree to recommend the designation.

Prohibits management of state water as outstanding national resource water unless the water has been formally designated as such under this statute.

Act takes effect immediately upon enactment.
