SB 60 Summary: Alaska State Defense Force

• Transfers authority to prescribe maximum age and physical qualifications for militia eligibility from the Adjutant General to the Governor.

• Expands Alaska State Defense Force composition to include volunteers with priority given to former military, Coast Guard, law enforcement, and state defense force personnel; requires honorable discharge and excludes those with felony convictions or crimes involving moral turpitude unless waived by governor during extreme emergency.

• Establishes Alaska State Defense Force as an armed, organized, trained military force with state-only chain of command under the Governor, capable of serving as a constabulary with state police powers and responding to state emergencies.

• Requires members to provide personal arms, uniforms, and field gear; attend monthly unpaid training drills; respond to activation within 24 hours; and provides them state military police badges and peace officer authority when called to active duty.

• Authorizes the Adjutant General to support the force through training facilities, identification cards, armory access, vehicle and transportation support, and participation in military exercises and disaster response operations.
