Requires the Department of Health and Social Services to apply for a federal Section 1115 waiver to establish work requirements for adults eligible for Alaska Medicaid.

Subjects work-eligible recipients must demonstrate participation in work activities for a minimum of 80 hours per month through employment, job seeking, education, vocational training, volunteering, subsistence activities, or caregiving.

Exempts recipients from work requirements if they are under 19 or 60+ years old, pregnant, caring for young or disabled children, unable to work for medical reasons, receiving unemployment insurance, or participating in tribal work programs.

Provides temporary exemptions for recipients experiencing family hardships or domestic violence, and ensures substance abuse treatment access is not prevented by work requirements.

Mandates the department notify recipients of work requirements at least 90 days before terminating coverage for noncompliance, and allows up to 12 months of continued coverage for recipients whose earnings increase makes them ineligible.
